ELECTION FOR DIVISION #3 DIRECTOR
TUESDAY, NOVEMBER 13, 2007

7:00 A.M. TO 8:00 P.M.
On Tuesday, November 13, 2007, there will be an election for the position of Director from Division #3 of the Tumalo Irrigation District. You are receiving this notice because you are an elector in Division #3 of the Tumalo Irrigation District.
The candidates for the three-year term are:
· WILLIAM F. MARTIN
· MICHAEL J. LONG
The election will be held by mail-in ballot. Ballots will be mailed between Wednesday, October 24, 2007 and Tuesday, October 30, 2007.
Irrigation district election law is very specific as to how the election is conducted. Here is some information that will be important for the district voters to know:
- Voters must be 18 years of age or older; be an owner of land within Division #3 of the district; and be subject to charges of the district.
- Only one property owner may vote when property is owned by more than one person (such as husband and wife). The vote may be cast by any one of the multi-owners, and the first owner of the multi-owner property that votes is the vote that will be counted.
- Any corporation, LLC, or LLP may designate an agent to vote on behalf of the entity. Such designation must be filed in writing with the district.
- When appropriate, a trustee, guardian, administrator, or executor of an estate may be entitled to vote. You should contact the district office to see if you are a voter in any of these capacities.
- An owner or elector may vote according to the total acreage within the entire district under one ownership. This is a weighted vote:
- One vote for up to 40 acres.
- Two votes for 40 acres or more, but not more than 160 acres.
- Three votes for more than 160 acres.
- If a voter owns land in two or more divisions, he/she must cast the vote in the division in which he/she resides. If the voter does not reside in a division, he/she must make a one-time election as to which division he/she will cast the vote. This election must be filed with the district office.
Cyndi Presnell, Water Administrator, will serve as Clerk for the election. If the name on your account indicates you may need to file an authorization for voter designation, and/or make an election as to which division you will cast your vote, the necessary form should be included with this letter. If you feel you need a form, and one is not included, please call the district office at (541) 382-3053.
ELECTION JUDGES: The district is looking for people in Division #3 to serve as election judges. Since this is a mail-in-election, judges will not be required at the district office until 7:30 P.M. Finding the judges takes some time, so any volunteers will be appreciated. The district is required to pay minimum compensation for time spent judging the election.
POLLS: The polls will be open from 7:00 A.M. to 8:00 P.M. Ballots will be counted following the closing of the polls, and this process is open for public observation. In accordance with irrigation district election law, the results will be unofficial until the Board meets on the Monday following the election, reviews the results, and declares the successful candidate.

YOUR CANDIDATES
William F. Martin
I have been a Director since 1992 and have resided in the District for 34 years. During this time we have brought the District from a dysfunctional obsolete unit with no evidence of long range planning and financial stability to a unit that is recognized as a leader in long term conservation planning, and innovative financing with the least impact on all District water users. To accomplish this we are working with the Oregon Dept. of Fish & Wildlife, the Federal Bureau of Reclamation, Deschutes River Conservancy, the Watershed Enhancement Board, and the U.S. Congress. As a Director with this kind of experience in developing the District and having 25 years experience in engineering and supervising large work forces and multimillion dollar budgets, plus 13 years as an engineering consultant in 14 Western states. I feel my experience with the District, and private industry will continue to be beneficial to the future development of the District while being receptive to the input and concerns of all water users. My objective is to deliver water to all users in the most effective, efficient, economical way possible. I would appreciate your continued support by your vote.
Michael J. Long
I am 55 years old and married to Alice, a violinist and Registered Nurse. I am the father of three teenagers who were born at St. Charles Hospital, attended Tumalo School and are currently at Redmond High School. I have lived in Tumalo and been a Tumalo Irrigation District member since 1989. I hold a bachelor’s degree in Philosophy from Lewis & Clark College (class of 1970). I am a “retired” private investigator of 20+ years. I currently own and operate Central Legal Services which has provided civil process service to Central Oregon (Deschutes, Crook, Jefferson & Northern Klamath) since 1979. I also provide eviction services, specializing in “tenants from hell”.
I will bring to the Board of Directors my perspective as a small businessman and a small property owner. I also add the questioning and analytical outlook of an investigator combined with being an established community resident. I bought land and settled down in Tumalo because this is where I wanted to raise a family. I anticipate passing on my land to my children someday. This is probably “old fashioned and simplistic” but I look at irrigation (water) as the historical force that has governed the development of Central Oregon since the 1800’s. The use of water will continue to shape how our homes and community will evolve. How we control our district and its’ resources will greatly affect us and our children both now and in the future.
